Military Support

Did you know that Wichita Falls ISD provides full-day Pre-K programs at several campuses across the district to support early childhood learning.

To enroll in the Prekindergarten program, a child must be four years old on or before September 1 of the upcoming school year. Students are eligible if they meet at least one of the following criteria:

• Limited English proficiency
• Eligible for the National School Lunch Program
• Child of an active-duty United States military member
• Child of a military member injured or killed in service
• Currently or previously in foster care through Texas DFPS

Per district policy FDB (LOCAL), all students will attend the schools they reside in, unless granted permission to transfer based on these criteria: 

• Child of District Employee
• Child of Parent Stationed at Sheppard AFB on Active Military Orders
• Child of Peace Officer in Accordance with State Law
• IB Student (Legacy HS Only)
• Sibling of a Centralized Program Student
• Current 4th Grader Affected by Attendance Zone Change (West Foundation, Fowler)

Please note: If your child is part of a centralized special education program, you do not need to complete a transfer request form to remain in the program. If you have any questions regarding centralized programs, please call the special education department at 940-235-1019.

The District Transfer Committee follows the guidelines set in FDB (LOCAL).  This information can be found on the WFISD website. Please complete the form below to allow the District Transfer Committee the ability to make a decision. No transfers are guaranteed. Available space and staffing may be a defining issue when granting or denying a transfer. 

Notice: A person who knowingly falsifies information to establish residency for a student in a public school shall be liable to the public school if the student is enrolled on the basis of false information. The Texas Penal Code 37.10 (c) (3) states that falsification of enrollment documents is a Class C misdemeanor and a school district may enforce civil penalties for this offense. See Texas Penal Code 37.10 and Texas Education Code 25.001.

Gifted & Talented (GT)

Wichita Falls ISD's Gifted & Talented (GT) program is designed to meet the educational needs of students who demonstrate exceptional academic potential and advanced learning abilities. GT students participate in learning experiences that emphasize critical thinking, creativity, problem-solving, research, and independent learning. Services are available for identified students and are designed to challenge learners while fostering innovation and academic growth.

Honors Courses

Honors courses provide students with opportunities to engage in advanced coursework that extends beyond grade-level expectations. These classes emphasize higher-level thinking, in-depth analysis, problem-solving, and increased academic rigor. Honors courses help prepare students for Advanced Placement (AP), Dual Credit, OnRamps, International Baccalaureate (IB), and other advanced academic opportunities available in high school.

Advanced Placement (AP)

Advanced Placement (AP) courses are college-level classes offered to high school students. These courses provide rigorous academic experiences while allowing students the opportunity to earn college credit, advanced placement, or both through successful performance on AP examinations. AP courses help students strengthen critical thinking, time management, writing, and analytical skills while preparing for postsecondary success.

Dual Credit

Dual Credit courses allow eligible high school students to earn both high school and college credit simultaneously through partnerships with institutions such as Vernon College and Midwestern State University Texas. Students enrolled in Dual Credit courses experience college-level expectations while making progress toward future degree or certification goals.

OnRamps

OnRamps is a dual-enrollment program developed by The University of Texas at Austin that provides high school students access to college-level coursework while remaining enrolled in high school. Students have the opportunity to earn college credit and develop skills necessary for success in higher education. OnRamps courses emphasize critical thinking, collaboration, communication, and academic readiness.

Credit by Exam (CBE)

Credit by Exam (CBE) provides students the opportunity to demonstrate mastery of academic content and potentially earn course credit or qualify for grade-level advancement. Students may participate in CBE opportunities when they have acquired knowledge through previous coursework, independent study, educational experiences, or prior instruction. Credit by Exam can support military-connected students who transfer from different educational systems by helping ensure appropriate placement and academic continuity.

Wichita Falls ISD offers a range of Career and Technical Education (CTE) classes starting as early as junior high, with these courses eligible for high school credit. Legacy and Memorial High School students also have the opportunity to attend class at our Career and Education Center, where they can receive hands-on training in various career paths, preparing them for future employment or further education.

Legacy High School is the only Wichita Falls ISD campus offering the International Baccalaureate Diploma Programme. IB coursework emphasizes critical thinking, research, communication, intercultural understanding, and global citizenship while preparing students for success in college and beyond.

The International Baccalaureate program is particularly beneficial for military-connected students because its internationally recognized curriculum helps support educational continuity for students who may relocate during their academic careers.

The Interstate Compact on Educational Opportunity for Military Children (MIC3) helps military-connected students transition successfully between schools when families relocate due to military orders. The Compact addresses enrollment, course placement, attendance, eligibility for extracurricular activities, graduation requirements, and other educational challenges that may arise during transitions. Military families are encouraged to contact the Campus-Based Military Liaison with questions regarding protections and opportunities available under the Compact.

Legacy High School is committed to supporting students with disabilities through individualized educational programming and services designed to meet each student's unique academic, behavioral, communication, social, and functional needs. Services are provided in collaboration with students, families, teachers, counselors, and special education staff to help ensure students have access to meaningful educational opportunities and postsecondary success.

Legacy High School works closely with families transferring from other school districts, states, and countries to review existing special education records and provide appropriate services as quickly as possible. Military-connected families are encouraged to share current evaluation reports, IEP documentation, and service records during enrollment to help support a smooth transition.

WFISD Special Education Services also provide access to specialized programs and support personnel who collaborate with campuses to meet student needs.

Beginning in high school, special education teams work with students and families to develop transition plans that support:

Legacy High School values the cultural and linguistic diversity of our students and is committed to helping Emergent Bilingual (EB) students develop English language proficiency while continuing to grow academically in all content areas.

Emergent Bilingual services are designed to support students whose primary language is not English and may include:

• English language development support

• Collaboration between classroom teachers and language specialists

Legacy High School recognizes and celebrates military-connected students and families throughout the school year through activities such as Purple Up Day, Month of the Military Child celebrations, Veterans Day recognition events, and other opportunities that honor military service and sacrifice. These events help strengthen connections between military families, students, staff, and the broader school community.

Behavioral Health & Counseling Services

Military-connected students experiencing stress, anxiety, grief, family separation, adjustment challenges, or other social-emotional concerns may be referred to local behavioral health providers for additional support.

Community counseling resources may include:

• Red River Hospital Behavioral Health Services
• Texoma Community Center
• Local licensed counselors and mental health providers
• Family support programs available through Sheppard Air Force Base

Services may include:

• Individual counseling

• Crisis intervention

• Parenting support

Referral Process

Students and families seeking counseling or behavioral health services may:

1. Contact the Campus-Based Military Liaison.
2. Speak with a school counselor, administrator, or social worker.
3. Request assistance from the Military & Family Life Counseling Program (MFLC).
4. Contact Sheppard Air Force Base support services directly.
5. Reach out to community providers for eligibility and appointment information.

When appropriate, campus staff can assist families in identifying available resources, providing contact information, and connecting families with community organizations that best meet their needs.

Military-connected students and families may have access to:

• Military & Family Life Counseling Program (MFLC)
  • The Military and Family Life Counseling Program provides free, confidential, non-medical counseling to service members, their families, and survivors on or near installations. Trained to work with the military community, military and family life counselors deliver valuable counseling services, briefings, and presentations to the military community. Counselors help service members and their families navigate issues such as improving relationships at home and work, stress management, adjustment difficulties, parenting, and grief or loss. Adult, child, and youth behavioral MFLCs are assigned to units, schools, child development centers, and other locations worldwide. • Military-Connected Input & Engagement Team (MCIET)
  • Wichita Falls ISD has formed a team consisting of faculty, key spouses, Sheppard AFB staff, and community members who meet monthly and help the district better understand how they can support military-connected students and their families.
